What I've read is that when the temps are low, like the 21F shown on your dash, the DEF will start to freeze and expand setting off a sensor. Once the DEF's contracted back by turning back fully to liquid, the message goes away because the sensor is no longer tripped. My 2020 did the same thing when I used the pump to fill the def, It took it SIX days to finally hit full and yes I was driving while it was near empty and the message kept saying the same thing yours did.
